Democratic Movement (city)
Given the danger to galvanize and strengthen the existing party model, if this initiative would become pure blank bullet, it must specify alternatives to the system and start a process for management and development. So, I propose:
Phase I:
1. That means a new electoral law in the Members are elected by Parliament neighborhood associations, may be suspended (or fired) in office by them, without judicial intervention by qualified majority. Remuneration in any case be fixed by the parliamentarians themselves but by the associations which depend on and which are due and serve. The elect would propose a slate for the post of prime minister to be elected by direct popular vote. Mere judicial complaint would automatically terminate the occasion of their functions.

2. This new law should not be born of the Parliament itself but by popular initiative (by collecting the requisite number of signatures) to mark the beginning of a new real democracy, popular, and participatory citizenship. It would set dates and procedure for drafting and entry into force, in principle, should coincide with the next call for new elections.

( This phase I is inconsistent in time to the next phase II, whose reforms and content should only meet future members elected by the new electoral system is advocated. For the simple reason that today we know how to act, and they naively entrust this task only lead to abortion and boycott.)
Phase II (reforms to consider, agree, prepare and deal with new members)
1. Necessary financial resources would be raised through progressive taxation which would be especially high in the case of wages (income of all types) high.
